QUETTA: In what seems to be yet another attempt by provincial government to engage restive youth and counter separatist narratives, Balochistan Chief Minister Sarfraz Bugti has launched an electric bike subsidy program — targeting young people, especially women, as potential agents of economic stability.
Balochistan has faced escalating violence and instability over the years, particularly following a major wave of coordinated attacks on January 31, 2026, carried out by the Baloch Liberation Army (BLA) across more than a dozen cities in the province.
These attacks targeted schools, banks, security installations, and civilians, killing 31 civilians and 17 security personnel — marking one of the deadliest single-day insurgencies in recent years. The military responded with large-scale clearance operations, reporting 92 militants killed, though 15 security personnel also died in the clashes.
The violence triggered a near-total shutdown of the province, with mobile and internet services suspended in Quetta and other districts. The UN Security Council condemned the attacks as “heinous and cowardly,” underscoring the international concern over the deteriorating security situation.
Since then, the province has seen continued unrest, including abductions, allegations of enforced disappearances, and retaliatory violence — with activists reporting over 20 deaths linked to disappearances in Panjgur and Kech alone in early March.
The scheme introduced by Chief Minister Balochistan offers a 30% subsidy (Rs. 52,500) on bikes priced at Rs. 175,000, with just Rs. 17,500 upfront and the balance paid via 24 monthly installments of Rs. 4,773.
While framed as economic empowerment, the initiative is widely seen as an effort to win over disillusioned youth in a province where unemployment fuels unrest — and where symbolic gestures often carry as much weight as policy.
