Govt yields to IMF pressure on fund consolidation

ISLAMABAD: In a clear sign of, what appears to be the diminishing fiscal space for independent policy-making, the federal government has moved to consolidate public funds into a central treasury account, acting at the behest of the International Monetary Fund (IMF) to curb mounting debt risks.

The decision to shut down 70 government bank accounts and transfer Rs300 billion to the central treasury marks a significant concession to the lender’s framework for fiscal discipline. While the move is technically aimed at reducing borrowing costs, it highlights the government’s increasing reliance on the IMF’s roadmap to navigate the country’s debt-strapped economy.

The shift towards a Treasury Single Account (TSA) is a key pillar of the IMF’s strategy to eliminate the practice of government departments holding “idle” cash in commercial banks. By pulling these scattered funds back into the treasury, the government effectively reduces its need to borrow its own money back from commercial lenders at high interest rates.

As per the mandated timeline, the government has already:
Transferred Rs200 billion from 242 accounts.
Initiated the closure of 70 additional commercial accounts.
Targeted a final pool of 250 accounts holding roughly Rs400 billion.

Institutional Friction
Despite the stringent directives from Washington, the Finance Ministry is reportedly facing internal resistance. Sources indicate that officials are struggling to balance the lender’s demands with the legal and financial autonomy of various state institutions.

While the IMF has signaled for a total sweep of public liquidity, the ministry has attempted to shield certain independent authorities from surrendering their interest-bearing balances, citing concerns that such a move would undermine their operational independence.

Extended Debt Horizon
Further reflecting the externally-driven shift in domestic policy, the government has committed to pushing its domestic debt maturity to four years and two months by 2027. This extension is designed to ease the immediate pressure of refinancing, a move economic observers view as a “firefighting” measure dictated by the necessity of the $7 billion Extended Fund Facility (EFF).

Analysts point out that while the centralization of funds may provide temporary fiscal relief, the pace and nature of these reforms underscore a broader trend: the federal budget is increasingly being managed through external benchmarks rather than domestic priorities.
