Computer operators await promotions at Karachi University

KARACHI: The present Acting Administration of Karachi University has made several decisions, promotions, appointments and transfers in contrast to the former Acting Administration, in which some of the decisions are correct while serious reservations are being expressed over some of the decisions. There is also a decision on the promotions of computer operators, many of which have been promoted contrary to the rules, while some have been badly ignored.

According to the records, in the second week of April, Karachi University had given promotions to 68 employees in grade 17 as per the time pay scale roll, while four of the employees were not promoted. The promotions of four employees were neglected due to the non-presence of ACR, while other’s was not given due to ineligibility. However, 10 computer operators have not been able to get promotion at Karachi University even though they are eligible for the promotion.

According to the Government of Sindh’s Computer Operators Development Policy, Computer Operators in Grade 16 are made Senior Data Processing Officers in Grade 17, Computer Operators in Grade 11 and Grade 12 are made Senior Computer Operators in Grade 16. It was decided that the computer operator of Karachi University should be counted with grade 16 so that the government of Sindh Under the policy, they could be promoted to grade 17.

The University of Karachi has not yet been able to fully adopt the policy of development of the aforesaid computer operator of the Sindh government nor has it been able to do so. The Director of Finance, Chairperson of Biochemistry (as Senior Professor) Dr. Samina Bano was added.

On the other hand, there are 10 computer operators still waiting for promotions in Karachi University who have completed the period for further development after promotion in grade 15, despite which they are not being allowed to be promoted, surprisingly recently of the 68 computer operators promoted by Karachi, two employees have matriculation. Sources claim that the reason for the obstruction of the 10 computer operators whose promotions have been stopped is being explained to Assistant Registrar Farman Rasool. The above 10 computer operators meet the prmotion requirements as per the approved policy of the syndicate.

The affected computer operator had earlier submitted his complaint to the Sindh Central Ombudsman on the non-receipt of promotion. Through 408, the Vice-Chancellor of the University was asked to resolve the issue of upgrading the affected computer operator as soon as possible and submit a report to the office of the Provincial Ombudsman within 45 days.

Later on, the former registrar of Karachi University kept misleading the provincial ombudsman of Sindh Central by presenting false reports through his letters that the problem of computer operators has been solved. However, the affected computer operators kept the provincial ombudsman of Sindh aware of all Despite this, no disciplinary action could be taken against the management of Karachi University.

Last year, on April 10, 2021, the syndicate had made it clear in its resolution that the employees of computer operators, grade 15, should be considered in 16 and grade 17, however, the management of Karachi University, for years, it has been reluctant to give grade 17 to underdeveloped computer operators.
