KARACHI: It has been learnt that Assistant Professor Dr. Manzoor Ahmad Khan Mashwani was directly recruited as a professor at Bacha Khan University in Charsadda district of Khyber Pakhtunkhwa against the law and later was appointed as the Dean of the Faculty, Convener of more than 14 inquiries, the appointment of contract teachers and permanent recruitment scrutiny committees.
According to the documents received by MM News in letter number SO-III / 6-17 (6) M / GS / 26-21 / 25153 issued by Section Officer III Shah Nawaz Khan of Higher Education Archives and Libraries Department Peshawar, Vice-Chancellor Dr. Bashir Ahmed has been informed that this is the second letter being issued after the letter issued by the Principal Secretary to the Governor on March 4.
The letter further states that the proposal included in paragraph 6 of the note given has been approved by the Governor of Khyber Pakhtunkhwa, according to which the Vice-Chancellor has called a meeting of the syndicate within a week, ie March 18, to discuss the matter of promotion of assistant professor to professor. It is expected to demote Manzoor Mashwani as Assistant Professor so that no one’s rights are violated.
The instructions are given by the Secretary to the Governor state that the Vice-Chancellor of Bacha Khan University should be clearly informed that according to the instructions of the Higher Education Commission, under no circumstances can the Assistant Professor of Plant Protection be made Professor of Entomology. Letter No. 5/170 / HEC / LAW / PHC / 2019/2741 issued by the Higher Education Commission dated September 4, 2019 also cited.
According to the guidelines issued by the Higher Education Commission, a PhD holder in Plant Protection cannot be made a Professor of Entomology in any case as the subject is primarily concerned with insects, terrestrial insects and their basic education, tree, it is related to trees and their medicine. Therefore, such a person cannot teach another subject, nor can he improve it.
It is learned that Dr. Manzoor Ahmed Mashwani had a total experience of 3 years, 4 months and 22 days as a Grade 19 Assistant Professor in the 2016 Selection Board, despite which he was promoted to Grade 21 and made a Professor, those who had done PhD before him were deprived of their rights while at that time the rights of two associate professors were also deprived.
Later in 2017, objections were raised by the teachers due to which Dr. Manzoor Ahmed Mashwani was demoted as Assistant Professor, after which the matter was again brought to the agenda of the syndicate in 2021 and Manzoor Ahmad Mashwani was promoted from 19th grade assistant professor to 21st grade professor keeping all the rules at bay.
After which, on the instructions of the Vice Chancellor of the University, Dr. Bashir Ahmed, the Registrar, Dr. Khalid Saeed, sent the recommendation summary of the Dean of Sciences stating the names of Prof. Dr. Saleem Shah and Dr. Manzoor Ahmed Mashwani to the Department of Higher Education. Later the summary was sent to KP chief minister for approval and was forwarded to the Governor House, but the approval to appoint Dr. Manzoor Ahmad Mashwani as Dean of Faculty of Sciences was given instead of Dr. Manzoor Saleem Shah.
After the coding of Dr. Manzoor Ahmad Mashwani, the convener of 14 different committees against different teachers and employees of the university was made from where inquiry reports were made against the opposing teachers so that they could be allegedly blackmailed. In addition to the committee of teachers recruited for the term, he was also made the convener of the scrutiny committee of the regular recruits.
It should be noted that if Dr. Manzoor Ahmed Mashwani is removed, then 3 names consisting of Prof. Dr. Waqar, Prof. Dr. Khalid Saeed and Prof. Saleem Shah will be sent through the Higher Education Department to the Chief Minister’s House and Governor House from where there will be deployment.
However, the question is being raised here about the decisions taken by Dr. Manzoor Ahmad Mashwani after his appointment as Dean.
In this regard, the Vice Chancellor of Bacha Khan University, Professor Dr. Bashir Ahmed, when contacted, said that we have received the letter but the syndicate meeting will not be held because it happened once in 2014 with Dr. Manzoor Ahmed Mashwani, in 2016. It happened to him, it happened to him again in 2019 and now that he has been appointed dean by the governor, how can we obey him?
