KARACHI: Former VC Mehran University of Engineering Science and Technology (MUET) Prof. Dr. Aslam Uqaili has been summoned by NAB on February 11 to submit a reply along with documents through a letter NABK20190830186601/W-III/CO-C/T-8/NAB(K)2021/K-713 by NAB Deputy Director Investigation Wing Three Syeda Ramala Naqvi.
In the NAB letter, former Vice-Chancellor of Mehran University, Dr. Aslam Uqaili has been instructed to be present at 11:00 pm on February 11, PRC Building 175/5, Dr. Dawood Puta Road, Karachi and submit a statement to Additional Director Haroon Al-Rasheed regarding past recruitments.
According to the documents received by the NAB, Dr. Aslam Uqaili, who has become the Vice-Chancellor of Mehran University for the second time, has accumulated assets beyond known sources of income as 16 properties are in the name of Aslam Uqaili and his family. Saima Luxury Apartment was named after him in Hyderabad Qasimabad on June 26, 2006, underplot number 891.
Under Entry No. 2259-4 / 2015, another apartment was renamed in Hyderabad Town on 24th August 2018. The plot is named in the Professional Cooperative Housing Society in Deh Bahram Khan, Hyderabad. Another flat under entry number 577 was named after him in the Saima Luxury apartment on April 20, 2006.
Also bought a flat in Gospel Homes Housing Society on November 10, 2016, under entry number 3069 in Hyderabad Qasimabad, double-story bungalow number 38, street number 38, phase VI on June 3, 2015, under entry number 2433 in Karachi South Clifton Town. Besides, Vice Chancellor’s wife Fauzia Parveen Uqaili bought land in Thatta on January 30, 2017, under entry No. 45. Fauzia Parveen bought a plot in Hyderabad Qasimabad under entry number 309 on January 29, 2011, in HDA Housing Scheme Phase-I.
Bought a plot in Hyderabad itself under entry number 984-4-2011 on 28 March 2011, bought a plot in Hyderabad under entry number 2956 on 19 September 2012 in Naseem Nagar Scheme Phase III and bought a plot in HDA Housing Society Phase I under 2072.
Bought a plot in Karachi East in 2014 under entry number 9089 in Gulshan-e-Iqbal Town-I, also bought a plot under entry number 9089 in Gulshan-e-Iqbal Town Two in 2014, his son Arsalan Aslam bought land in Deh Jhark, Thatta on September 7, 2017, The second son, Fayyaz Aslam, bought land in Dehra Jhark, Thatta on September 7, 2017, under entry number 110 and book number 2809.
Aslam Uqaili appointed his son-in-law Zulfiqar Umrani as the Vice-Chancellor as a manager in grade 19 in IEC, in which no advertisement was given for the recruitment nor education and experience were taken into consideration. Umrani left on official leave from January to February 2020 and he never came back. Despite Rs over1.5 million being sent from the university’s account to him.
He has been recruited for the post, for which MBA qualification was required, meanwhile his status Assistant Professor Grade 19 is also being shown and a monthly Ph.D. allowance of Rs 25,000 is being given illegally.
In addition, Dr Aslam Uqaili allowed his son-in-law Zulfiqar Umrani to visit the University of Coventry UK on a month’s leave.
Apart from this, the son-in-law has also received Rs. 12 lakhs in the name of two different projects Green Energy Pakistan and Msart Mehran Solution. Umari received overall Rs15 cores during his three years and three months of service in the university.

It should be noted that Dr. Aslam Uqaili has not taken any class since he became a professor and despite having full administration experience, he has been promoted to Grade 22 by showing the experience of Quality Enhancement Cell in Academic. Dr. Aslam does not have any of his own research publications, while his name appears as a secondary writer in the teachers’ publications.
It is to be noted that MM News had disclosed the assets beyond known sources of income of Dr. Aslam Uqaili on July 8, 2021. While the meeting of the Board of Executive of the National Accountability Bureau had approved the inquiry against him after which Dr. Uqaili has also started using his influence in the NAB.
