Jamaat-e-Islami chief Hafiz Naeem-ur-Rehman has described the Pakistan Peoples Party (PPP) as an “enemy of Karachi,” alleging that it was imposed on the city through Form 47 and misappropriated PKR 3,400 billion.
He further claimed that PPP Chairman Bilawal Bhutto Zardari’s vision is to turn Karachi into a modern-day Mohenjo-Daro.
Addressing a press conference in Karachi, Hafiz Naeem-ur-Rehman said the country is facing a governance crisis across all four provinces. He added that Karachi should not be compared with Punjab; rather, performance should be measured relative to the funds allocated. “While Sindh’s situation is dire, even in Punjab, development projects such as milk canals are not functioning properly,” he noted.
Commenting on Sindh’s administration, he said: “It is heartbreaking to witness the province’s state of affairs. The PPP relies on misinformation, claiming that the Ke-4 project is the federal government’s responsibility. When they were in power federally, what did they achieve? They are still part of the federal system and align with it in difficult times. Delivering Ke-4 water to households was also Sindh’s responsibility, yet the provincial government failed to fulfil its share.”
Hafiz Naeem-ur-Rehman further alleged that the Sindh government has misused PKR 3,400 billion allocated for Karachi. He noted that former administrator Naimatullah Khan had initiated work on the Ke-4 project towards the end of his tenure, yet after 21 years, the project remains incomplete.
He also criticised the provincial transport plans, saying: “While 15,000 buses are required, they keep introducing 10, 20, or even 1970-era double-decker buses.”
He claimed that Bilawal Bhutto Zardari’s vision is to turn Karachi into Mohenjo-Daro and called on the Sindh Chief Minister to be accountable.
He also criticised those who assumed control of the mayoral office and the “fake government,” insisting they should answer for imposing systems in the name of national interest.
Hafiz Naeem-ur-Rehman further accused both MQM and PPP of manufacturing artificial conflicts when political pressure rises. “The PPP was imposed on Karachi through Form 47. It is an enemy of the city and receives no votes from its residents. When it comes to constitutional amendments, PPP supports the government, but when it comes to public welfare, it starts a blame game. Karachi is the miniature Pakistan, yet the PPP continues to act against its interests,” he concluded.
