A major decision by NEPRA has come out regarding the massive power breakdown in the country in January 2023. K-Electric has been declared responsible for failure in operational responsibilities and a heavy fine of 25 million rupees has been imposed.
The National Electric Power Regulatory Authority stated that K-Electric itself is responsible for the weaknesses and faults in its system. The company’s responses were unsatisfactory and unacceptable. It is not correct to place the entire blame for the breakdown on the national grid.
According to the decision, K-Electric will have to deposit the fine within 15 days. Despite black start exercises, K-Electric failed during the real crisis. Repeated tripping indicates that the safety measures were not effective. Technical faults in the black start plants remained persistent.
In January 2023, Pakistan experienced one of its largest nationwide power breakdowns, which plunged major cities — including Karachi, Lahore, Islamabad, and Quetta — into complete darkness for several hours. The massive outage disrupted daily life, halted business operations, and affected key services such as hospitals, airports, and communication networks.
According to initial reports, a major system frequency drop occurred in the national grid, leading to a cascading failure that tripped power supply across the country. The blackout exposed the fragility of Pakistan’s electricity transmission infrastructure and raised serious questions about maintenance, coordination, and crisis management across power distribution companies.
