LAHROE: The Lahore High Court (LHC) on Tuesday rejected the plea of Capital City Police Officer (CCPO) Lahore Ghulam Muhammad Dogar, to issue Stay Order on federal government’s move to suspend him from his current post, and declared the petition ‘non maintainable’.
Ghulam Muhammad Dogar had challenged his suspension order, given by the federal government in the Lahore High Court (LHC) here on Monday. The federal government, it may be recalled here, had on November 5 suspended the Capital City Police Officer (CCPO) Lahore Ghulam Muhammad Dogar for his alleged “failure” to protect Punjab’s Governor House. The notification issued to this regard said “Ghulam Mahmood Dogar, a BS-21 officer of the Police Service of Pakistan presently serving under Government of Punjab, is placed under suspension, with immediate effect and until further orders.”

During the court’s proceedings today, the Justice Muzammil Akhtar Shabbir asked if the LHC had power to look into the matter. Lawyer representing the CCPO Lahore argued that the Police Officer took action against a federal minister after which he was victimized. He went on to say that protecting the rights of a civil servant was imperative.
The LHC bench observed that it was the authority of Supreme Court (to look into the matter of suspension of civil servant), and how could the High Court take up the issue?
After hearing the arguments, the LHC rejected the plea of CCPO Lahore to issue Stay Order on federal government’s move to suspend him, and dismissed the petition after declaring it as ‘non maintainable’.
