KARACHI: Benazir Bhutto Shaheed University Lyari (BBSUL) Vice-Chancellor Dr Akhtar Baloch, who was illegally posted, has also started preparing for illegal promotions after alleged illegal recruitments, it emerged on Thursday.
A meeting of Sindh Cabinet, held on November 26, 2019, decided to hand over the authority for recruitment in government universities of Sindh from grade one to grade 22 to the Chief Minister of Sindh.
Kamal Ahmed, Section Officer, Universities and Boards Department, also wrote a letter to all the universities on 27 November 2019 in this regard. The letter clearly stated that after the approval of Sindh Cabinet, the Chief Minister has the authority to make all the recruitments from scale one to grade 22.
“In pursuance of Sindh Cabinet meeting, Chief Minister of Sindh, the Chancellor/Competent Authority directed all Vice Chancellors of Public Sector Universities of Sindh not to make new recruitment of BS-01 to BS-22 without the approval of Chief Minister. [Otherwise], legal and institutional action will be taken in case of any violation of the order,” the notification read.
Meanwhile, Vice-Chancellor of BBSUL, Dr. Akhtar Baloch, contrary to the rules, has directly recruited Dr Akhtar Khalili as a professor on a temporary 6 month contract without permission.
On the other hand, according to the orders of Sindh High Court and Higher Education Commission, no faculty member can be given an administrative post. He also gave an additional post. Despite this, Dr Akhtar Baloch not only recruited Prof Akhtar Khalili but also gave him the additional post of Registrar a few days after the recruitment.
Informed sources have claimed that Dr Akhtar Baloch has been doing all these recruitments before, without even announcing the vacancies, while recruiting several close relatives.
According to sources, preparations have been made to hold a selection board on December 3 and 4 next month, in which their favorite faculty members would be appointed as assistant professors and associate professors.
As per orders of the Higher Education Commission, the candidates must have at least a PhD degree for the post of Assistant Professor, but contrary to the orders M.Phil candidates are being awarded the post and the names of these candidates have also been finalized.
Candidates for Associate Professor include Dr Mazhar Abro and Dr Zafar Sheikh of Computer Science Department, Dr. Shafiq Awan from IT Department, Gulnaz Naeem from Islamic Department and Salman Sarwat and Umair Baig from Commerce Department.
Among the candidates for the post of Assistant Professor are Shagufta Khurram from English Department, Shazia Shah, Saqib Soomro and Saadia Sheikh, Munir Abbasi from Business Administration Department, Sajan Khokhar from Sociology Department, Safia Niazi from Education Department and Saima from Pakistan Studies Department.
