A viral video has sparked political debate after Karachi Bar Association President Amir Nawaz Warraich claimed that a constitutional amendment expected in December 2025 would divide Sindh into three separate regions, Sindh, Karachi and Mehran.
Speaking at a public event, Warraich alleged that the proposed restructuring was part of a “decided process” and insisted that no political “card” was being played, framing the move as one aimed at resolving longstanding administrative issues. His remarks, however, have not been confirmed by the government.
These claims surfaced as discussions continue around the possibility of a 28th Constitutional Amendment.
Earlier, Senator Faisal Vawda said the 27th Amendment had strengthened the balance of power between parliament and state institutions, adding that preparations for the next amendment should now begin.
Kamran Khan suggested the next amendment might address the formation of new provinces or administrative units, transfer financial and administrative powers to local governments, and grant constitutional protection to the Provincial Finance Commission.
Journalist Zahid Gishkori indicated it could also touch on the Election Commission, parliamentary tenure, dual nationality and new provincial boundaries.
Unverified posts on X have gone even further, claiming that discussions involve as many as 12 new provinces. No official confirmation has been issued regarding any such restructuring.
