Cabinet approves Hajj Policy 2025: What are the key points?

The federal cabinet on Tuesday approved the Hajj Policy for 2025, following recommendations from the Ministry of Religious Affairs and Interfaith Harmony.

The approval came during a cabinet meeting chaired by Prime Minister Shehbaz Sharif at the Prime Minister’s House in Islamabad.

According to a statement released by the Prime Minister’s Office (PMO), Pakistan’s Hajj quota for 2025 will be set at 179,210, to be split equally between the government and private sector.

The policy also introduces several new guidelines and provisions aimed at improving the pilgrimage experience for Pakistani Muslims.

Key Highlights of the Hajj Policy 2025:

1. Age Limit for Pilgrims
   Children under the age of 12 will not be permitted to travel for Hajj in 2025, as part of the new regulations.
2. Quota Distribution & Balloting
   The government’s Hajj quota will be allocated through a computerized balloting system. Of the total quota, 1,000 seats will be reserved for hardship cases, and 300 seats will be dedicated to low-income workers registered with the Workers’ Welfare Fund or Employees’ Old-Age Benefits Institution (EOBI).
3. “Road to Makkah” Facility
   The “Road to Makkah” program, which streamlines the travel process for pilgrims, will be available at Islamabad and Karachi international airports, ensuring a smoother journey for travelers.
4. Monitoring of Hajj Group Organizers
   Hajj group organizers will be required to sign service provider agreements with the Ministry of Religious Affairs. These organizers’ services will be closely monitored to ensure quality and accountability throughout the pilgrimage.
5. New Role of Nazim
   A new role of “Nazim” will be introduced to improve facilities for pilgrims. One Nazim will be appointed for every 100 pilgrims, selected from the welfare staff. This individual will be tasked with overseeing the welfare of the pilgrims during their journey.
6. Increased Compensation for Pilgrims
   The cabinet approved an increase in compensation for pilgrims who are injured or die during the pilgrimage. Families of deceased pilgrims will now receive compensation of Rs 2 million, up from Rs 1 million, while injured pilgrims will receive Rs 1 million.
7. New Hajj Management App
   A special Hajj management application has been developed to assist pilgrims, providing them with essential information and updates throughout their journey. Additionally, special training arrangements will be made to prepare pilgrims for the pilgrimage.
8. Priority for First-Time Pilgrims
   The cabinet emphasized that priority in the balloting system will be given to those performing Hajj for the first time. This move aims to ensure that more individuals have the opportunity to experience the sacred journey.
