Despite the fact that almost 60 percent of Pakistan’s population is youth, we are still unable to understand how we have to utilize such a huge human resource. There is no doubt that human resources play the most important role in the development of any country, but we should understand that human resources, without proper planning, are not useful.
Almost in every Pakistani household, the parents forced their children to choose the field of medicine or engineering. Today, in our society especially countless people, who are doctors and engineers, have changed their profession. And that is why we get countless doctors and engineers in the civil services of Pakistan.
When Information Technology (IT) came to Pakistan, everyone started trying to get MCS and BCS degrees. The same thing happened with a Business Administration degree and today the situation is that thousands of people are looking for jobs with different degrees.
The biggest reason for this major problem is the lack of planning of human resources. Despite the presence of large human resource organizations, they do not seem to have a significant role to play in human resource planning and development. All such organizations have no contact with each other and are working in different directions.
If we look at the recent debate of the Higher Education Commission (HEC) to end the two-year degree programme, it is clear that our educational bodies have not been able to decide which degree programme is important for Pakistan’s economic and social development.
On the one hand, the Higher Education Commission calls for the abolition of the two-year degree programme by declaring it outdated, and on the other hand, the universities insist on continuing these programme. Such problems cannot be solved until an active National Human Resources Commission is formed.
This commission should determine the direction of human resources required for the economic and social development of Pakistan, which can play an important role in our overall development.
Some points should be formulated for the betterment of human resources and in the light of these recommendations, the curriculum should be modified from primary education and the teachers should also be trained. Remember that achieving economic and social goals without human development is impossible.
