Saudi Arabia injects financial support, signals ‘Vote of Confidence’ in Pakistan’s economy

ISLAMABAD: Amid the high-stakes backdrop of historic peace talks between Washington and Tehran being hosted in the federal capital, Saudi Arabia has stepped forward with a significant vote of confidence in Pakistan’s economy, pledging “full financial support” as the country navigates a treacherous debt repayment cycle and regional instability.

The assurance came during a high-level meeting between Prime Minister Shehbaz Sharif and Saudi Finance Minister Mohammed bin Abdullah Al-Jadaan which took place the other day. The Saudi minister’s visit coincides with Islamabad’s emergence as a pivotal diplomatic bridge, a role Riyadh explicitly endorsed by expressing trust in Pakistan’s mediation between the US and Iran.

Diplomats believe the timing of this diplomatic and financial embrace is critical.

With the Strait of Hormuz—the world’s most sensitive energy artery—under threat due to ongoing Middle East tensions, the global economy stands on a precipice. For Pakistan, which relies on the Strait for the vast majority of its energy imports, the stakes are existential.

Riyadh’s backing serves as a strategic buffer, not only for Islamabad’s depleted reserves but as a signal of stability to international markets. Sources familiar with the meeting said- that while a specific “mega-package” was not inked yesterday, the groundwork was laid for a multi-billion dollar support framework.

Key Financial Requests on the Table:
– $5 Billion Long-term Loan: A fresh request to bolster the State Bank’s foreign exchange reserves.
– Oil Facility Extension: A request to extend the $1.2 billion annual deferred payment oil facility for five years.
– Deposit Doubling: A proposal to double the existing $5 billion Saudi cash deposit to $10 billion.

The urgency of the Saudi intervention cannot be overstated. Pakistan is currently scrambling to meet a $4.8 billion debt repayment deadline this month alone. This includes a staggering $3.5 billion owed to the UAE.

Economic analysts warn that without the immediate injection of friendly-country loans or rollovers, Pakistan’s reserves—which stood at a precarious level—could plummet to $11.5 billion, leaving the country with barely enough cover for a few weeks of imports. The UAE has previously assured the IMF of maintaining its financial exposure until September 2027, but the immediate liquidity crunch remains a “make-or-break” hurdle for the Sharif administration.

In a rare move highlighting the gravity of the Saudi engagement, Finance Minister Muhammad Aurangzeb delayed his scheduled departure for the spring meetings in Washington to prioritize the talks with Minister Al-Jadaan.

The Prime Minister also took the opportunity to brief the Saudi delegation on domestic relief measures, noting that the government has successfully secured concessions from local oil refineries. This move has allowed the state to pass on the benefits of surrendered “windfall gains” directly to the inflation-hit public.

The Global View:
Not to forget that as the US and Iranian delegations begin their “make-or-break” sessions in Islamabad, the future of the Strait of Hormuz hangs in the balance. A closure or further disruption of the Strait would not just paralyze Pakistan’s industry; it would trigger a global inflationary spiral, with the Kiel Institute estimating that one-fifth of the world’s oil and a quarter of its LNG would be blocked.

By backing Pakistan at this juncture, Saudi Arabia is effectively underwriting the mediator. “Riyadh knows that a stable Pakistan is essential for a stable peace process,” a senior diplomatic official noted. “If Islamabad’s economy collapses under debt, its ability to hold the center in these peace talks evaporates.”
