United Nations Special Rapporteurs have released a detailed report endorsing Pakistan’s stance on recent tensions with India, including military actions and the Indus Waters Treaty dispute.
The report strongly criticises India’s unilateral actions and raises serious concerns over violations of international law and human rights.

The experts condemned the Pahalgam attack and stressed that those responsible must be punished according to law.
The report noted that Pakistan categorically denied involvement in the attack and consistently called for independent and transparent investigations.
It concluded that India failed to provide credible evidence proving Pakistan’s state-level involvement and emphasised that there is no recognised legal right to use unilateral military force under the pretext of counterterrorism. Such actions, the report warned, could violate the right to life and escalate into a wider conflict.
According to the report, India used force inside Pakistani territory on May 7, 2025, under “Operation Sindoor,” which violated the UN Charter.

India also failed to formally notify the UN Security Council under Article 51, breaching required procedures. Civilian areas, including mosques, were reportedly targeted, resulting in civilian casualties.
The report affirmed Pakistan’s right to self-defence under Article 51 and described India’s actions as grave violations of Pakistan’s sovereignty and the principle of non-intervention.
UN experts also validated Pakistan’s position on the Indus Waters Treaty, expressing deep concern over India’s declaration to hold the treaty “in abeyance.”
They warned that disrupting water flows threatens the fundamental rights of millions of Pakistanis, including access to water, food, health, livelihood, and development. The report stressed that no party can unilaterally suspend the treaty and that water cannot be used as a political or economic weapon.

India has been asked to respond to five key questions within 60 days, including providing evidence for its allegations, addressing civilian harm, honouring treaty obligations, and committing to peaceful resolution of the Kashmir dispute. India’s failure to respond prompted the publication of this report by UN experts.
