Oman’s Ministry of Labor has announced the introduction of a mandatory “licensing system” for several professions in the energy and mining sectors.
According to the Ministry, all individuals and organizations working in these sectors will be required to obtain specific professional licenses, which will be overseen by the Omani Association for Energy and Mining Skills.
The Ministry clarified that a list of professions requiring licenses has already been released, and all companies and employees have been granted a correction period until 1 June 2026.
During this period, work permits can still be issued or renewed even if employees have not yet applied for a license.
After 1 June 2026, work permits for these professions will only be issued or renewed if the worker holds a formal license from the Sector Skills Unit for Energy and Mining.
The government said that this step is essential to enhance national workforce skills, organize the labor market, and maintain professional standards.
Professions requiring licenses include: HSE Advisor, Mobile Crane Operator, Forklift Operator, Excavator Operator, Welder, Mechanical and Electrical Technicians, Driller, Derrickman, Tool Pusher, Machine Operator, CNC Operator, Fitting and Assembly Technician, Structural Steel Worker, and dozens of other technical positions.
