These disruptions could include the inability to send or receive funds.
The new rules, introduced through BPRD Circular No. 1 of 2025, are designed to enhance Anti-Money Laundering (AML) and Counter-Terrorism Financing (CTF) controls.

This updated framework now mandates biometric verification as the primary method of identification for opening accounts and wallets, whether done in a branch or remotely.
This eliminates the previous 60-day grace period that allowed users to verify their identity after opening an account. Financial institutions were given a three-month window to comply, with the final deadline for account holders being today.
