Pakistan launches first strategic bitcoin reserve

In a landmark step toward embracing the digital economy, Pakistan has established its first government-backed Bitcoin reserve.

The announcement was made by Bilal Bin Saqib, Minister for Crypto and Blockchain and CEO of the Pakistan Crypto Council (PCC), during the Bitcoin Vegas 2025 conference—the largest Bitcoin event in the United States.

According to an official statement, Saqib unveiled the “Strategic Bitcoin Reserve” and introduced a national Bitcoin wallet holding digital assets already under state custody. These assets, he emphasized, are not intended for sale or speculation but will serve as a sovereign reserve reflecting Pakistan’s long-term confidence in decentralized finance.

The Pakistan Crypto Council, founded in March with Saqib at the helm, was created to develop a legal framework for cryptocurrency trading and attract foreign investment.

Last month, Pakistan introduced its first policy for digital assets, developed under the Anti-Money Laundering (AML) and Counter-Terrorism Financing (CTF) authority, aligning with global Financial Action Task Force (FATF) standards.

Earlier in May, the government also approved the creation of the Pakistan Digital Assets Authority (PDAA) to regulate blockchain-based financial systems. Meanwhile, the U.S. Congress is reviewing stablecoin regulations, with the crypto industry spending heavily to influence digital asset legislation.
